I first define the actual purpose of the project instead of immediately choosing a visual style or tool.

I identify the communication, usability, technical or business problem behind the request.

Understanding the intended audience influences structure, language, visual hierarchy and interaction.
What should exist at the end?
The expected output is defined before production so the workflow stays focused.
